Who is responsible for the road you live on?
It has come to our attention that many roads in River Road are designated by the County as “local access roads” (LARs), and others are County “private roads”, many of which are used by the public.
Please check the map [on the homepage of this website] to see if you, possibly unknowingly, live on an LAR or County private road. For both of these, all road maintenance is the responsibility of homeowners – the County will not pay for or perform crack and pothole repair, sealing, repaving, etc (even if they did so at some point in the past when County coffers were overflowing). Additionally there are City-designated private roads that homeowners must maintain.
We are very concerned that homeowners have been unaware of this and are not in a position to maintain their roads, and that this will have large financial and other consequences for our residents and neighborhood. City private roads will be discussed at a later meeting. Potential solutions to be discussed for County local access roads and County private roads that are used by the public include (1) the Lane County Board of Commissioners passing an ordinance incorporating these local access roads and publicly-used private roads into the County Road System, and/or (2) the City of Eugene annexing and assuming maintenance responsibility for these roads.
